I'd use a saw, cut the hole smaller than you want so you can cut again & trim it to size, neaten the edges.
Pics of what you are trying to achieve?

on a more serious note, me personally i would do what craig says. Smaller hole and work your way out with a hacksaw blade.

would a very fine soldering iron not
A. cut/burn through
B. leave a nice edge insted of hacked/sawn edge
this is how i did a old mk4 escort one.
just dont stab it through and drag. go over the line you want time and time again till you get through
I find using a dremmel with a small circular saw blad works very well on plastic, leaves a great finished to :)
fook using a stanley knife/blade,that can only ever end in A+E
A metal cutting blade in a cordless jigsaw has got to be the best bet.

Hang on so using a stanly knife is to dangerous but using a blade in a jigsaw is fine? How the **** does that work?
With a blade its your hand slowly moving the blade. You can do it slowly and its easy to control.
ive aways found with the amount of pressure you have to use with a stanley blade its very easy to screw up, i prefere a power tool that does the work for you lol

Just what i was going to say.
After reading some more opinions a dremmel would be my weapon of choice.

Pauls on the money Im afraid..... we use an airsaw for cutting of bumpers in any way shape or form followed by a die grinder to neaten and some wet + dry to finish.
