Having just discovered that i have actually got the above engine and not a 1.4 i need to try and get it set up right.

It is currently running a pierburg 2e3 carb which will not be jetted correctly for optimum performance and it is running a 1.4 square ported head.

What are my best and cheapest options?

go to a proper old school garage with old blokes working in it, and get them to set it up properly.
as its such a mix & match that no computer will know what to do to it...

Can i get parts to re-jet the pierburg carb to suit the 1600 engine?

you will need to have it on a rolling road. try and find somewhere that the stock rod lads use as they use pierburg carbs, or stick a weber on. Jets can be drilled if they dont have any spares the right size.

i know that various vw cars ran the pierburg carbs....seriously at this level of tune, a good garage bloke would get it running sweetly.
i ran a 1400 with a 1200 carb and it went very well

aye i have seen a 1600 2e carb for a vw right enough

Surely if you still have the 1400 head/cam then the fuelling won't be too far off what it should be?

Yea I guess, but if I get the right carb for a 1600 then it will go even better? No?

Also, what would the part number be on a 1.4 cam and where would I find it?

Not sure on cam part number but I'd be more inclined to aim to suit the fuelling to the head and cam and not just the bottom end. But despite all that it might run ok on 1600 carb. I had a 1300 which I had a 1600 carb on for a day or two, it was harder to run and no quicker. As you'd expect. And I ran a 1600sv engine on a pierburg twin choke from a 1300, it was a rocket and went on the smell of fuel.

Yea now that I have sorted out the current supply to the coil the car does feel a lot quicker and feels more like a 1600 with the pierburg twin choke I am running, so I may just leave her as she is
