rear bumper help

hello all

i removed my rear bumper to get it sprayed few weeks ago and the side mounting brackets had gone rusty and fallen apart!
i am wondering if this has happened to any one else and how you got around it? ive tryed making up some new brackets but i just carnt get it to sit rite at all.
