dunno bout the starter, but as u ran out of petrol it mighta sucked up some rust or something from the bottom of the tank and blocked the gauze in the carb if u dont have a fuel filter. might be the reason why u couldnt get it going ?
if it is the starter motor, it will just click but wont spin the engine, if it turns the motor then it is fine (assuming your battery is still charged?
Because you ran the tank dry you will definately have a blocked filter as jimbob said or sucked dirt into the carb which means they will have to be cleaned. Once you get it going make sure a new filter is in £3, always dirt in tanks of old cars.

remove the pan cake, put a bit of fuel in the carb and give it ago :)
take the dizzy cap off & try to start it... a stripped cambelt gives no warning & gives pretty much the same symptoms, if the rotor arm is still turning ok, then you are in the clear, if it has stripped, then it should be ok with a new belt on it
