if you take your air filter off and look downwards you will see both throttle butterflies. why you would want to lodge one open i have no idea, as it would overfuel on idle as well as everywhre else, the smaller of the two is designed to open thru a vacuum line.

if the plugs are wet then its getting fuel. and even if it was an issue with the second venturi not opening it would still run and rev, just not as well. as has been sugested, you more than likely have an ignition or timing issue.
check you have a good spark on all four plugs (take one out, hold against the block in each lead and turn over, should get a nice spark)
double and triple check the belt timing, make sure everything lines up absolutely spot on, and its tensioned correctly
set the dizzy timing to centre (should be a mark on the dizzy and the end of the can housing) and crank it. fingres crossed it should start, but failing that get someone to crank while you VERY SLOWLEY turn the dizzy to get it running. then use a timing light/experianced ear to get i set so it idles unaided at 800 - 1000RPM.
other points-- make sure the choke isnt fully closed (the top flap in the carb, when warm it should be fully open, when cold partially shut) im sorting out ditching the auto choke on mine and switching over to manual choke, keep an eye on my prokect thread and i'll do a how to once completed.
also, have you messed with the basic settings on the carb? just half a turn on the mixture screw could make a huge difference
hope this helps,
