does anyone know if a VARAJET CARB will fit on to a standard 1300 inlet manifold?

no, it needs an astra mk1 1300s manifold

could it be machined by any change or another type of template made?

well, if you want to, an adaptor plate could easily be made from a bit of 10mm aluminium plate. & with a bit of smoothing out, it should be fine.
