Can you run carbrettors on a 1.6 engine?

can you run carbrettors on a 1.6 engine that was meant to use injectors? Then does that mean you don't require an ECU? Do you just use a inlet manifold off a carb model?
I know some of you have twin webbers. Is this acceptable for emmissions (mot)? or do you have to have an ECU in a 1.6 to run it on road legally.
