If the LET and the XE throttle boddies are the same do the LET top hats fit onto an XE?? just as I need to get a power cap or the likes to save space and a top hat would do the same job surely?

It will physically fit, but point the wrong way being the main problem.

The throttle bodies them self are different but unsure if the bolt holes are in the same position.

They use exactly the same gasket. ;)

Only difference between the XE and LET TB are that the LET one has an extra vacuum take off (maybe 2?), LET top hat would fit an XE but the std LET one is pretty small, an aftermarket (about 2.5") one would be ok tho, you'd also need to re-route the wires for the AFM as it would then sit to the opposite side of the TB.
