Front replacement repair panel

Would anyone be able to tell me is it easier to replace the whole front panel (light surrounds, slam panel and lower section with crossmember) or just the lower section (below the light surrounds with crossmember) ???

The upper section only has a slight amount of surface rust but if its neater, better and easier to replace the whole thing i'll do that

Easier to put the less in really. So just fitting the slam panel would be.

i would say, there isnt much more hassel in the top bit, and is worth it IMO
