An old lady gave it to my brother when he was on a job, she said it was her husbands many years ago. and then he gave it to me. its a measuring device of some sort, any idea what its for?

Looks like some kind of conversion chart poss to work out a radius. Emailed it me dad, he'll prob know what it is.
