The only way a standard servo could work too well would be if the vacuum level was higher than it should be, which is an engine issue not a brake issue. The servo is in essence just a big rubber diaphragm which is sucked by the vacuum from the inlet manifold. Do mk2 astra's have a load valve connected to the rear axle? If so this could be seized and allowing full pressure to the rear brakes all the time (just a possibility).
