Is there supposed to be a spring on the tensioner on the early XE?

Took my cover off of a engine ive just picked up to see if the cambelt needed doing, and it looks like this...

You are meant to fit the spring to tension it and then remove it. I've never bothered using the spring to tension it either though.

If you leave it fitted it has been known to come off and get caught in the belt and cause it to jump which is never pretty.

in the early 90's there was an offical vauxhall memo about removing them after tensioning ;)

why would you check if it needs changing? i always change the belt and waterpump before fitting an engine. just to be sure.
