You cant get inner panels anymore.

this was mine. bottom lip was rusty so grinded it out, then welded it to the body, then welded the arch repair panel over it.

Ive used outers trimmed down.

I think you need to repair & build up the original form of the inner lip, stretching it & tacking it to the back of the outer quarter panel is rough. (how the cowboys did mine)
see my link in my sig under ades drive - I replaced my inner lip with an outer one - had to fettle it a fair bit to fit.
When I do my red one (ades garage) I'll not be having the inner arch meet the outer one - leads to rust - simply take the inner lip horrizontal across and butt it up against the outer wall then weld/seam there - that way you only have 1 skin on the lower part of the rear 1/4 arch (like having a front wing) and its 100% easier to maintain.
Bigger wheel clearance too!
also - what replacemewnt panels you using? Yove taken a hell of a lot back - most rear repair panels only go up to part of the arch curce (not usually beyond the flare)

I have an arch lip repair panel that goes up to where he's cut, not sure where it's from though.

If I was doing one I'd put the new outer panel in place then get some 1mm sheet and bring the inner arch straight across to meet it and not worry about getting the round shape coming down. Will give you more clearance. Just put plenty of seam sealer on the inside. If its a little flimsey you could always put a half moon piece in that comes down to the outer lip then fold your arch lip up, again lots of seam sealer on the inside.
^ And just not bother welding it to the outer arch?

paint/body shop suppliers usually sell 90deg right angle strip ideal for making up arch lip.

Of course you would. You tack it where the top of the tub meets the outer arch.

I'd even be tempted to cut out the whole inner arch while you are doing it and make the top one large piece and have the rears fully tubbed right to the arch lip like below but obviously right to the outside (ignore red shaded area). Will be easier than trying to shape a piece with a curve.

I just plated mine. Once welded in, tidied up, painted etc, who will see it.
