Simple question, If I get one car towing another with a rope, does the second car need to be 'controled' by someone who has a Full licence?

I'm sure the answer is yes, but I'd just like to check.

if your driving on a public road (i.e. not private property) then YES

yes because in the eyes of the law the person in the second car is in control of that vehicle and if the rope snapped then they should be able to control the car.

this is kind off the topic but funny.....
Coming home from the Killarney International rally last May my m8's Astra GSi overheated....ended up towing it home with another m8's GT4.
Anyway we ended up getting pulled for speeding! while being towed!!
The cop was very confused looking and only gave the fine to the GT4!!
He then asked us " do you realise you are being towed " :roll:

What the hell did he think the bit of rope was for?

and yes Chris the person controlling the towed car has to have a licence.
