jigsaw then use a hot blade to smooth the edges?
If they're round use a hole saw?
drill a small hole, jigsaw and then file any ****ty bits.
or hole cutter as mentioned
get a piece of metal the same size as the hole, heat it up & place it on the bumper. it will smell, but it is a clean cut

Ive got one here but its got about five or so pieces missing though if thats any use?
Drill, a junior hacksaw are probably the best tools as with a jigsaw it will be easy to slip and shred your bumper whereas with a junior hacksaw you can take it slow and not slip, the file/fine sandpaper the edges clean afterwards:thumb:

i cut my van bumper spot holes out with a stanley knife but be careful kids they are sharp and can slip.
Scar and lump of bone on my thumb says very sharp indeed lol
I just hacksawed mine then used a file to straighten and tidy them.

Just remember, what ever way you choose to do it, measure twice and cut once!
