Vac advance on bosch 1.4sr dizzy essential?

Is the vac advance on the 1.4 sr bosch dizzy essential? i've just bought a dizzy but the vac diaphragm must be fooked as i can't hear it moving when vac applied.

AFAIK it just moves the weights at high rpm to advance the timing. Not sure tho.

Its not essential no, it just changes the timing at idle(it does nothing off idle)
