right pals got a car that is sorned but he still has the tax for it. its not insured . he wants to unsorn it how does he go about this? dvla say he has to relicence it????

It is no longer valid if the vehicle is registered as SORN.

Only thing you can do is claim tax back off the disk and re tax it imho.

He has declared it sorn so re insure it and tax it as you would normally.

Indeed. As Ive already said, in date disc or not, the vehicle is still registered as SORN. So an In date disc is irrelevant.
