As said in the other thread, its more than likely a brake roller.
why would you strap it down to a brake roller?

Do they normally strap cars down on a brake test and have a dirty great fan?
In theory, you should do, yes. As if the brakes jam, the car could jump off them. In practise, most garages don't bother
And you're assuming the fan is there for the car. It could be for the garage, or just put there out the way.
