Is northen ireland considered "the UK" as far as phones are concerend?

ie will calling a mobile/landline there be the same as calling one "here"? (and included in call plans blah blah). The O2 site is a little less than useless on that front

When I was in NI, I had normal orange coverage and charges. ROI is different though, obviously.
