is that a bit like tabacco smoking?

lol

sounds like turbo seals, stem seals or rings.
probably the turbo tho. wont be smoking under boost because the pressure in the turbine and the compressor is higher than the oil pressure so there will little differential pressure causing less leaks.

if the turbo was funked and it was smoking would it not fail emmisions?

depends how excessive it is. it would probably have a high HCs

hydrocarbons
(unburnt fuel/oil)

somebody mentioned to me that the breather to the turbo might be the problem?

it might be. if there was a stuck PCV the oil might be forced out the breather into the inlet causing it to burn with smoke.

its hard to diagnose on the computer. its like trying to identify a squeek or a klunk by describing it.

blocked return to the sump can cause this aswell, it backs up and floods the turbo
