petrol cap...

hi ive been trying to spray my petrol cap black, as its all faded and the paints flaked off, so its black and grey, ive sanded it down and when i mask the lock and spray it, it kept leaving these funny marks where the paints not sticking to it, so then i got grey primer and cleaned it all up, and it did it again, anyone know what i should do?
i think its old spilt petrol or something. ive sanded all the old paint off so its smooth and all one colour.
any ideas?

Need to use a solvent cleaner/degreaser before primer.
