i want to make my own recovery lights, iv got some LED 12/24v 1.2watt orange trailer marker lamps, (as these fit perfect for where i want them)

can you get adjustable relays which sends a flash to one light then the other?

Yes! You can use an indicator relay. Wire the relay as normal, except, take the output from the relay that normally feeds the indicators, and use that feed to feed a stand alone relay that has a normally open and normally closed contact on it.
Now take a supply off the feed to the indicator relay(the feed that starts the indicator relay) and put it to the common of the stand alone relay and then feed one light off the normally closed contact and one off the normally open contact.

If i could, i'd draw a diagram for you, but i wouldn't be able to post it....sorry.
