does this oil seal look shot?

there was oil on the flywheel bolts.

There will be oil on the bolt threads, as they thread within the crank.
But there looks to be oil on the back of the fly too, so that seal is probably leaking. Or its dripping down from the rocker cover gasket/head, and down through the block/box join, and onto the fly

it could be the breather blocked up, causing the crank pressure to push the oil out somewhere.... but the crank seal looks a likely candidate
