it's to do ith tax and business etc. I think depending on how youre registered on paypal and what it's put through as depends on whether paypal charges a handling fee. There'll be summut in one of the tabs explaining it.

Do it as a gift - thats how I did mine. Paypal sent an email around a little while back about how they were amending their charging structure, I bet most people didn't read it :p

It used to be they'd charge business or "premium" users (anyone who SOLD on ebay would automatically be "upgraded" to premium btw) where as "private" users wouldn't be charged. As above, its changed now though so you need to check how you're sending money.
