EDIT, I was thinking of the wrong part.
If you block the scuttle vents off you'll get very little air through the blower, not such a problem in summer but demisting might be a big issue come winter.

People have done it before, think someone only did half of them, but they all wished they hadn't as then the only air coming through is from the engine bay, which can be quite smelly.
ok as to how to do it theres a few options. imo the correct way to do it is to cut the vents out and weld a panel in. another is to weld a panel under the vents. and lastly fibreglass under the vents and then filler over the top

ive done it to the track car, but i wouldnt bother as its very ahrd to get right, not for the amateur at all!! need to very carefull with the heat as you can easily warp the metal, mine is no where near perfect but with more work would be fine, does ad another detail but no good as people have said for cars with heater still in place.

Ive done this on my project and its quite a big job, the main problem is welding without distorting the metal, but i wouldnt recommend welding under the vents then fillering the gaps as when you paint it you will see where all the vents were,
best way is to cut them all out n weld a plate in

I dont see why you would need to weld them at all. Id use filler and maybe put some thick duck tape behind it to stop it dripping thru that you can rip off when its dry.
