A Classic policy would not be ideal as normally you cannot gain any NCB which is vitally important when you have none or very little.
Edd, it is extortionate but companies are taking a hell of a risk. They are insuring a very young and possibly immature person they know nothing about and has no real driving experience apart from being sat next to an instructor telling them where to go and braking for them when they are not paying attention!
Also its not what the insurance company have to pay out on the car they drive but whatever they hit, be it a person, Bugatti or even a building!
Also it gives the insured a big shock and a wake up call which will hopefully get them through the first year of driving and many more unscathed.
I think a deposit type system would be good where a sensible driver with no incident gets some of the premium back as a reward after their first year. More incentive to stay out of trouble.

BUT if you go back 16 years to when I passed my test I paid £400 to insure my Nova, inflation hasn't gone up that much to justify £3grand plus premium
Just seems like insurance companies charging what the like to me

I know what you are saying, I paid about £500 in my first year about 15 years ago.
Things have changed a bit though, companies get greedier and a massive increase in compensation claims for whiplash etc have pushed premiums up for everyone . I think driving standards have dramatically decreased in the last 10 years.
My first years insurance was on a 903cc Fiat Uno in 1999, £600 iirc. The car cost only £800 and back then my parents were like "thats crazy, its almost the value of the car"
I did get a quote for my sister's J reg 1.2 Nova Merit as well, as that was my other option to buy as a first car - that was about £900 to insure I think. We just laughed at the insurance company and said that was a ridiculous price

in 1998, aged 17, an MG metro (with a couple of mods) cost me £1300 TPFT.
The prices these days ARE expensive yes but almost comparable in my opinion.
