    what model car/ engine???

if it is a std small block, then the sender is usually at fault. they are a silly brass thing & on or near the inlet manifold with a blue wire connected via a spade terminal to the top of it. the first test is to short it out to the inlet manifold & see if the gauge is reading any different.

sometimes they can read funny cos the cooling system is airlocked, from either a water leak or a head gasket starting to fail, the temp sender is also the point at which you bleed the air out of the cooling system..

just for your info, the gauge in the dash actually doesn't read below about 75deg C, so your thermostat might be at fault, or the car hasn't warmed up enough.
