i'd say your wiper motor is siezed up
or one of your little ball joints on the
    wiper linkage is sticking

take the ball joint of the wiper motor and try
it to find out which is at fault

    hope this helps

Will come round in the morning and have a play around with it, even if we take the motor off mine and try it on yours that way we will know if its the motor.

Check everything that is on that fuses circuit, it can be something as small as a wire where the plastic covering has a crack and is touching the metal. Although fom what you have said, it sounds as though it is to do with your wiper mechanisim or the switch on the motor. Also there is a relay in the fuse box for the wipers too.
