Yer it possible to get around 200 BHP from a 1.4 16 valve BUT I don't think it would be much use for rallying maybe ok for track use plus to build to that spec cost hell of a lot of money, I will spend a max of £2500 to £3000.
how much do you want to spend on the engine its self not including induction? and do you want rods, pistons, cams, springs, caps, etc etc?
The guys at Velos reckoned Laurence Bond's 175BHP 1.4XE had around £10k of build cost - clearly they were running a business so knock off the labour if you can do it yourself but you are still looking at substantial work. Throttle bodies, manifold and proper mappable management will set you back upto £2500 alone. Then you need to factor in head work, cams, uprated everything.
Ref. powerbox power outputs my 1.6XE which is standard bar throttle bodies and aftermarket management is a whisker off 150BHP.
As mentioned; unless you buy used/done - to build any new, over 100bhp per litre n/a engines youll need i think circa £4-£5k..

Have have a engine builder who dose a full X14XE ready to run with 45's,MBE management, full exhaust system and so on 150 to 160 BHP for £4200.
Don't know about over in CZ but here in the UK rally scene there are alot of VERY powerful/competitive 1400 + 1600's which enter in most of the rallies, 190bhp isn't a huge power advantage. (At the garage I used to work at my old boss drove a S1600 MGZR, 1.6 with 220bhp for example).
Ben I have over 30 years in rallying also in the uk mainly as a co-drive. I've finished 3rd over all on the Tour of Mull in 150BHP Astra GTE, 4th was a ex works Nissan Sunny GTI-R,with over 300BHP, IT'S NOT THE POWER IT'S THE DRIVER if you need that sort of power to win your not a good driver. I was not the driver on Tour of Mull am not that good. I've sat in with many good driver's in under powered car some standard and won the class.
