Default Testing a horn an it’s loom

So fitted steering wheel today with a new horn push and got nothing from the horn. Cannot remember if it operates without power being switched on so tried this, (engine not running tho) and again no horn.
So just wanted to know the best ways to test all that I have. I did read somewhere about connecting the horn directly to the battery but again got nothing from that.
As the car came with pretty much nothing (but did include the current horn) I cannot be sure if it has worked in the last few years or not. Car is a 1993 model.

    Any help appreciated

Can you tell me when the horn operates I.e all the time, when the key is turned to light up dash or just when engine is running?

It operates when the ignition is on. It won't when it's off.

So have inspected the wiring. The leads to the horn have been cut/extended but look fine. As it’s not running yet this may be a reason why.
