Just use a countersink drill bit, just need to take a 1mm of material away to let the rod bolt sit correctly.
Could I use a hss drill bit if not what size countersink bit am I best buying?
Yeah you can get proper countersink ones, different angle. Don't have to take much off really. Do it carefully in a pillar drill, I found it easy to take off way too much material!

Do not use a drill bit.
Use a proper countersink of good quality.
I have done this with a power screwdriver, i dont see the need to use a pillar drill. Have been ok for me, on road and trackdays
