Could the not needed holes that are right next to the needed ones not be welded up or am I as clever as the guy who drilled them?

If they can be I will take them for £60?

You could weld them, as in its possible to weld alloy. Would I weld them or use them if they had been welded? Absolutely no chance, to fill those holes would require alot of welding which with it comes alot of heat which will distort the crap out of them. Tyres look to have decent tread though.
