Havent you hit it yet?!
You arent driving it hard enough
Most likely to have a governor (retro rev limiter)
When u don't have speed all u can do is impress people in other ways :P
as stu says, it will have a mechanical governor in the injector pump..
ps. wazzing a diesel up to the limiter is never a good idea, and on one this old, it is positively stoopid
Then you have to check our belgian MOT: we have a test here where they rev the diesel engines up to the limiter (even if you don't have one) to see if you don't produce too much black clouds...
You can surely gess what the outcome is with some of the cars that are in the hands of the elders...
Anyways, I did quarter mile runs with mine (2001-2006) and never touched a limiter... The clouds were enough at 4K

They are governed to 5700k rpm or thereabouts I believe.
You can modify or shim the governor to get them to rev higher but gotta be careful that it doesnt run away and explode.
My 1.7TD revs to 7000k quite happily after a few mods to the pump, but I imagine prolonged thrashing would induce imminent engine death tho
