How long has it been sitting in primer for? is it in a dry garage or enduring the elements outside?

Well then I can only presume the car surface hasn't been prepped properly before painting. Primer isn't likely to absorb enough water to allow rust to start beneath it in a week of dry storage, so the primer must have been sprayed on to existing rust. If rust hasn't been removed then its probably safe to say no cleaning prep with panel wipe or such was done either, causing the primer to react with whatever dirt or other stuff was on the car.
