i would say they are increasingly rare and it would be well worth the investment with a good wash and the windows put back in you will reap the rewards i should say. evan if you buy and strip i should say you will make you money back if it is as cheap as you make out
all the panels are there just need building bk up only this missing is the dash
i would personally buy it if it is cheap how much is cheap tho

get it bought i suspect you would double your money by cleaning it and putting on ebay as a project if you really didnt want to build it
