In terms of Nova insurance groups, a 1.0 3dr hatch would be the cheapest. In practice, it varies as claim rates come into play - its not uncommon to see a 1.2 with a higher premium than a 1.3SR for example.
As for newer Vauxhalls, you'd be looking at the likes of a Corsa C or D, probably a 3cyl 1.0. But then the newer the car, the more it costs to buy (usually), so its whether or not you want to spend less on the car and more on insurance, or vice versa.
