I've seen TrafficMaster cameras in blue too (used by the AA etc to monitor traffic)

TM read the middle 4(IIRC) digits of a plate and 'tokenise' it. It shares the token with the rest of the TM network. That's how they know how fast traffic is flowing as they know how long it took your car to get from one point to another. They only take a number if digits instead of the full plate so they can't be accused of tracking/privacy invasion etc.

Can't think it's much of a step to use them to read full plates for road charging etc though

its got to be able to find the start or end of the plate to get the middle 4.... so its only a small code change to the infrastructure to not drop the start and end
