No its part of the hid kit, battrey lead comes off it, then the wires from it go to the ballasts...

Ahhh, gotcha. Ok, the dipped beam has a relay on it which came with the battery harness, but the main beam doesn't (no battery harness) - that just plugged straight in.

Ah ok, didnt know it was just dipp, which is odd as my main beam dont work...
How does it know whats whats? Can it tell from where it plugs in the the car headlight loom?

To be fair, the celica is pretty straight forward, as the main beam and dipped beam are two separate lamps, two separate looms (at the "plug in" point), and two separate sets of bulbs. None of this H4 and solenoid to change the beam pattern shizzle
