From my experience of fitting a Solid State Facet pump: Mount it near the tank as the pump has to 'push' the petrol. I mounted mine on the side of the spare wheel well (underneath car). Bit of a long route but it was the only safe place I could see.

But I do seem to recall hearing about both push and pull pumps. E.g. std carb mechanical pump that works off the cam, 'pulls' petrol.

I reckon near the tank but let someone confirm it

I've mounted mine in the boot. I'm using a Facet Red top. I found that it pushes better than it pulls. It also needed to run upright so the fuel is pulled through the filter at the bottom of the pump
