If i remember there is a scotch lock connector tucked under the slam panel which acts as a common between both sides of the loom for the headlights. Have you checked this?

Both. The cam pulley is the one that slips, so the ign timing slips too cos the trigger wheel is driven off the crank-cam pulley
C16xe is prime for shearing crank pulley keys and retarding the timing which causes similar issues.

Are you maxing the pump or running or maxing the D.C? At 40psi you would probably be running out of injector unless they are huge. 40psi sounds low.

I guess it all depends on what size chokes you opt for. 40's and 45's can be set up to run equally horrible if these things aren't considered.
