Another trick is to cut down the rear brake pads to reduce the pad contact area.
Proper way obviously is to reduce the bias/pressure in the rear hydraulic fluid.

put a jump lead across the alternator bracket/arm to the negative battery terminal, to rule out a bad earth.
Probably easiest to remove the rack, remove the inner rack ends (track rods), place the track rods through your new boots & screw the rods back into the rack.
You'll need the tracking done...
With that weld, it looks homemade, the core doesn't look like a typical Mocal jobbie. I guess if its survived it's up to the job.
That area used to bug me on mine, I also think you should either, weld & plate over the oval hole in the member behind it (at the base of the firewall) or paint inside the cavity black.
